Suburban Rail Project update

Council will not be progressing with the detailed design of the Montclair Avenue car park project at 31-39 Montclair Avenue Glen Waverley, following notification by the Suburban Rail Loop Authority (SRLA) that the land is likely to be required for stage one of the Suburban Rail Loop (SRL) project.

The Glen Waverley Activity Centre is one of the locations earmarked for a Suburban Rail Loop station.

In March 2021, Council was notified by the SRLA of its intentions to acquire six Council-owned pieces of land at:

  • 264-268 Clayton Road, Clayton (part)
  • 31-39 Montclair Avenue, Glen Waverley
  • 41-47 Montclair Avenue, Glen Waverley
  • 155 Coleman Parade, Glen Waverley
  • 5 Myrtle Street, Glen Waverley
  • 1/29 and 2/29 Montclair Avenue, Glen Waverley

Given the notification by the SRLA, Council has resolved that it is no longer feasible to continue with the detailed design of the proposed car park.

Mayor Brian Little said it was disappointing the mixed-use multi-deck car park at Montclair Avenue would not go ahead as there had been substantial work undertaken by Council and the project would have helped alleviate parking concerns in the precinct. 

The development was set to provide a minimum of approximately 874 car park spaces, including 369 new spaces for the activity centre.

“We understand that the Suburban Rail Loop is an exciting transport development for Melbourne and that Monash is a key location for three proposed stations,” Cr Little said. “We realise that any future planning for the Glen Waverley Activity Centre needs to accommodate the location of an SRL station.

“However, the SRLA’s decision means that we will now need to reassess some of our own plans for this important activity centre and we will need to re-examine where we put key infrastructure and how we undertake projects like the Kingsway Streetscape Renewal works.  Council’s expectation is, given the circumstances, that the SRLA will be actively engaged in resolving a new location for the required car parking, and that Council and the SRLA have a joint responsibility to ensure it is achieved.

 “Our plan was to remove 99 car parks from Kingsway, once the car park was built, to allow for more outdoor dining and to remove traffic from this busy dining precinct and our plans remain unchanged.”

Officers will continue to investigate alternative site options both with and exclusive of the SRLA including options at Council’s existing multi-deck car park at 1-5 Bogong Avenue, Glen Waverley.
