Draft Road Management Plan 2021

Council sought community feedback on the latest version of the Monash Road Management Plan until Sunday 6 June 2021.

Each council in Victoria is required to review their Road Management Plan at four-yearly intervals. The Road Management Plan sets out our responsibilities and standards in managing public roads. It defines how often we inspect our roads and paths, and how quickly we will repair the defect. The Plan seeks to balance our investment in road infrastructure against safety requirements and community expectations. 

The Road Management Plan complements our asset management plans, which provide the long-term strategies for investment in renewal and reconstruction of roads, bridges, drainage and pathways. The Road Management Plan is focused on finding and repairing hazardous defects while the asset management plans ensure we keep our roads and road related infrastructure in the best overall condition we can afford.

The Draft Road Management Plan 2021(PDF, 3MB) has been prepared following an internal working group review and an independent review of our standards and performance relative to similar councils.

Proposed changes

The reviews found that our inspection and maintenance standards are amongst the best and that is reflected in the general performance of our roads. During COVID lockdown, Council continued road related services as normal but the experience has led to a number of internal process improvements

As a consequence, there have been minimal changes in our standards however there has been significant work done in relation to street trees and internal processes:

  • Extending the time allowed to repair medium size sections of damaged road due to resource constraints highlighted by the pandemic.
  • A new internal process to ensure a more efficient approach to the repair of larger sections of road and path.
  • Changes and clarification of street tree clearance which is now aligned with our new Tree Management Policy.
  • A number of administrative changes due to legislative changes and to interface agreements, for example to include changes due to level crossing removals.
