Trader Parking Permits

If you are a business trader in a street, area or activity centre where parking is restricted, you may be entitled to a parking exemption permit.

All trader parking permits expire on 30 September each year and need to be renewed before 1 October. All existing permit holders will be notified by 1 September asking to renew their permits.

2023/24 Trader Permits

All current Trader Permit holders have recently been contacted and advised to reapply for Trader Permits for the 2023/24 period. Due to the number of applications, these permits may not all be reissued by 30 September. 

If you currently hold an Orange Trader Permit, please continue to use this permit until your new Blue Permit is issued. 

These orange permits will be honoured until 30 October 2023.

If any incorrect information is provided in the permit application, a permit issued subject to that incorrect information may render the permit invalid and therefore have no force or affect.

Permit Eligibility Criteria

You are eligible to make application for a trader parking permit if your business is located and operated within one of the activity zones with restricted parking. Check your eligibility prior to submitting an application.

Please note that some parking areas have limited spaces and are subject to availability, ensuring even distribution amongst traders.

To be eligible you must also:

  1. Demonstrate you have a registered Australian Business Number or a registered Business Name and/or registered company.
  2. Demonstrate you have a licence, registration or other approval required by law relevant to your business type.
  3. Demonstrate your business is located and being operated in a commercial zone as defined under the Monash Planning Scheme.
  4. Be a person entitled to make application on behalf of the business.
  5. Ensure the application contains true and correct details.

If you have lost a permit, you must supply a Statutory Declaration to Council in order to receive a replacement permit.

Not eligible

You are NOT eligible, if:

  • Your business operates in a residential zone as defined under the Monash Planning Scheme.
  • You occupy or own a dwelling located above a business in a commercial zone as defined under the Monash Planning Scheme.
  • Your business does not fall within a designated Trader Parking Area.
  • You cannot demonstrate you have a registered Australian Business Number or a registered Business Name and/or registered company.
  • You cannot demonstrate you have a licence, registration or other approval required by law relevant to your business type.
  • You cannot demonstrate your business is located and being operated in a commercial zone as defined under the Monash Planning Scheme.
  • You are not a person eligible to make application on behalf of the business.
  • The permit application contains incorrect or false details.

Some businesses will be restricted in the number of permits given.

If you have lost a permit, you must supply a Statutory Declaration to Council in order to receive a replacement permit.

Terms and Conditions

  1. The Permit is valid only if it is prominently displayed, either Permit number side face up on the dashboard or from the rear vision mirror with the Permit number side facing the front windscreen, so that it is visible and fully readable from outside the vehicle.
  2. The Permit is valid only in the locality shown on the Permit, and only in that section of the locality where signs show “Authorised Vehicles Excepted”, “Permits Excepted” or similar wording, as indicated on the map provided with the Permit.
  3. The Permit must only be used by staff of the business to which the Permit has been issued and only when the Permit user is performing work for that business.
  4. The Permit only entitles the staff permit user to park for longer than the time restriction applicable to the section of the locality approved by the permit. All other parking requirements must be complied with in strict accordance with the provisions of the Road Safety Road Rules 2017.
  5. The Permit must not be used for or displayed by a heavy vehicle or long vehicle as defined in Rule 200 of the Road Safety Road Rules 2017, or a caravan, boat, motor home, trailer, bus or earthmoving vehicle or equipment.
  6. The Permit must only be used by a staff member of the business to which the permit has been issued.
  7. The Permit is not transferable to any other business or person not entitled to use the Permit.
  8. If the business to which the permit has been issued becomes aware a Permit has been lost, stolen or otherwise compromised in any way, the business must notify Council’s Community Amenity Business Support Team of the loss, theft or compromised circumstances within 72 hours of becoming aware.
  9. Where a replacement permit is required a statutory declaration must be submitted to Council’s Community Amenity Business Support Team setting out the circumstances and reason for replacement.
  10. In addition to the expiry date of the Permit, the Permit also expires if the Permit is lost, stolen or otherwise compromised in any way.
  11. The Permit must be secured by the business operator at all times when not in use.
  12. The Permit must not be photocopied, reproduced or duplicated as such copies of the Permit are invalid.
  13. The Permit must not be leased out, rented out, loaned or sold to any person. In addition, a fee must not be charged to any person to use the Permit and no consideration (monetary or otherwise) must be gained from any person for use of the Permit.
  14. In accordance with legislation, the use of parking spaces to which the Permit applies may be suspended by a Council Authorised Officer.
  15. The Permit may be revoked where it has been found to be used contrary to the conditions of the Permit and in such circumstances the Permit must be returned to Council’s Community Amenity Business Support Team.
  16. The permit does not guarantee the availability of a parking space.
  17. Because of the limited availability of parking spaces, Council reserves the right to limit the number of permits issued to any individual business and to the Centre as a whole.
  18. The permit shall expire on 30 September each year and a new application will be required for the new period.
  19. Failure to adhere to conditions could result in the issuing of an infringement notice.
  20. Permits must be returned to the business (permit holder) for re-issue if a staff member is no longer employed by the business. If this occurs, the business must provide Council with written notification of the updated details of the new staff member within 7 days.

The following information and document must be provided with your application:

  • Business Trading Name, ABN
  • All vehicle registrations, Make and Model of vehicles and staff members first and last name
  • When applying online, complete the Trader Parking Permit Applicant Details and have it ready to upload against your permit application
  • Please ensure vehicle registration numbers are correct
