Council is responding to the growing number of people (including girls and women) who want to play sport.
Pavilions built decades ago often don't have female-friendly toilets or change rooms, so whenever pavilions are upgraded, they are made female-friendly.
In progress upgrades:
Jack Edwards Reserve Pavilion
Project type: New double-storey sports and community pavilion built to National Premier League facility standards
Key features: 500-seat grandstand, 500 lux sports lighting, fencing, pathways, landscaping and plaza.
Project budget: $14.7 million (including $4 million from State Government, $2 million from the Federal Government, $500,000 from the Oakleigh Cannons Football Club and $8.2 million from Council).

Mount Waverley Reserve Pavilion
Project type: New double-storey sports pavilion to accommodate the use of Mount Waverley Cricket Club and Waverley Blues Football Club.
Key features: New social room, 4 change rooms and amenities, social room, umpires room, first-aid room.
Project budget: $9 million (including $7 million from the Federal Government and $2 million from Council).

Completed upgrades
Mulgrave Reserve Pavilion
Project type: Refurbishment of existing facility to create a new modern community facility.
Key features: 4 change rooms and amenities, kitchen, umpire amenities, public toilets, parking and spectator terrace.
Project budget: $4 million (State Government $2 million, Council $2 million).
Brentwood Reserve Sports Pavilion
Project Type: Sporting pavilion - Demolition of existing building and new rebuild on the same site.
Key Features: Large multi-purpose meeting space, 2 female-friendly change rooms and unisex umpire amenities.
Project Budget: $2.2 million ( Council: $1.7 million, Sport and Recreation Victoria: $500,000)
Caloola Reserve Pavilion
Council welcomed the State Government’s funding of $800,000 for the construction of a multi-sport pavilion at Caloola Reserve, Oakleigh.

The development of a new multi-sport pavilion meets the current and future needs of the tenant sports clubs and newly relocated tennis clubs (Oakleigh and North Oakleigh tennis clubs) and deliver on Council’s commitment to deliver flexible, sustainable, accessible and quality community facilities.
Stage 1 of the project, completed in December 2018, was the construction of eight new tennis courts.
Stage 2 included a new & multi-sport pavilion, car parking and hot-shot tennis courts/basketball half-court.
Gardiners Reserve Modular Change Rooms
Project Type: Sporting pavilion – Internal demolition of the existing building and reconfiguring with new female-friendly player and umpire amenities.
Key Features: The Eastern Lions Soccer Club is a well-established National Premier League community-based club and the seniors in the 2019 season won the right to be promoted to the top level of NPL in 2020. These portable, modular change rooms ensure the Eastern Lions Football Club facilities meet the top level of National Premier League standards until a pavilion redevelopment occurs. The modular change rooms include the provision of 2 change-room facilities, first-aid room and accessible toilet. The project also included landscaping, ramping and pathways from the modular building to link with the undercover players' race and integration with the existing pavilion.
Project Budget: $498,850 (Council contribution)
Pinewood Reserve Pavilion
Project Type: Sporting pavilion – Internal demolition of the existing building and reconfiguring with new female-friendly player and umpire amenities.
Key Features: Upgrade to the external building facade, creating an attractive and contemporary facility. All toilets and showers for players and umpires were redesigned to be more female-friendly.
Project Budget: $871,000 (Council: $771,000, Sport and Recreation Victoria: $100,000)
Columbia Park Sports Pavilion
Project Type: Sporting pavilion - Demolition of the existing building and a new rebuild on the same site.
Key Features: Large multi-purpose meeting space, 4 female-friendly change rooms, and unisex umpire amenities.
Project Budget: $2.1 million (Council: $1.8 million, Sport and Recreation Victoria: $300,000)
Central Reserve South
Project Type: Sporting pavilion
Key features: Large multi-purpose centre, two large home-and-away change rooms, umpires rooms and first-aid rooms. It is the first pavilion in Monash to have electronic access via a swipe card system. It is compliant with Australian Football League guidelines.
Project Budget: $1.7 million (Council contribution)
Scammell Reserve Sports Pavilion
Project Type: Sporting pavilion - Demolition of existing building and rebuilding the pavilion on a new site.
Key Features: Large multi-purpose meeting space, 4 female-friendly change rooms, and unisex umpire amenities.
Project Budget: $2.7 million (Council: $2.4 million, Sport and Recreation Victoria: $500,000)
The pavilion is home to six sporting clubs.
Argyle Reserve
Project Type: Sporting pavilion - Demolition of the existing building and rebuilding the pavilion on a new site.
Key Features: Multi-purpose meeting space, 2 female-friendly change rooms, and unisex umpire amenities.
Project Budget: $1.2 million ( Council: $1.1 million, Sport and Recreation Victoria: $100,000)
This pavilion replaces the old one, which was no longer meeting the needs of our community. It has change rooms and improved toilet provision for female sports participants. It also includes a larger multi-purpose space to hold club activities such as training courses.
The new pavilion is in a different location to the old one because Melbourne Water and South East Water intend to upgrade the drain and sewer under the old pavilion in future years. In the new location, the pavilion will not be affected by any sewer and drain works.
Electra Community Centre
The Electra Community Centre (Ashwood) was extended so more people can participate in calisthenics.
An upgrade of the pavilion was completed in May 2017.
The centre was operating at capacity and was unable to accommodate a growing demand for additional programming space.
The extension delivered a new studio space, extra storage space, a secure trailer park and a direct connection between old and new studio spaces.
The $671,000 project was jointly funded by Council and the Ceres Calisthenics Club, which is based at the centre.
Capital Reserve
An upgrade of the pavilion at Capital Reserve (Glen Waverley) was completed in October 2015.
The pavilion is used by the Glen Waverley Junior Soccer Club and the Glen Waverley Hawks Sports Club (which includes the Glen Waverley Hawks Cricket Club).
The works have made the facility more suitable for use by female sportspeople and people with disabilities. The works included:
- Upgrades of the multi-purpose space, change rooms, storage areas and referee facilities
- Adding new toilets and a shower
- An upgrade of the sewer
- Sustainable design features including energy-efficient lighting, double-glazed windows and the use of sustainable materials and finishes
Council contributed about $500,000 towards the pavilion upgrade and the Federal Government contributed $250,000.
Ashwood Reserve
Construction of the new pavilion at Ashwood Reserve, off Winbirra Parade, was completed in November 2015. The project delivered:
- New change rooms, storage areas and referee facilities for sports clubs
- Upgraded and female-friendly amenities for home-and-away teams
- Sustainable design features including energy-efficient lighting, double-glazed windows and the use of sustainable materials and finishes
The project was funded by Council ($670,000) and the Federal Government ($150,000).
Freeway Reserve
The sports pavilion at Freeway Reserve (Mulgrave) received a $300,000 upgrade in 2016. The existing shower and toilet facilities were upgraded and expanded to ensure the facility caters for female and junior use. This has benefited the community, especially the ground's tenant Brandon Park Football Club, which has female soccer teams.
