Amendment C120 implements the Glen Waverley Activity Centre Structure Plan 2014 by rezoning land to specific residential zones, making changes to the Municipal Strategic Statement, introducing a local planning policy and applying a new Design and Development Overlay - Schedule 12 for the Glen Waverley Major Activity Centre.

The Amendment affects land located within the Glen Waverley Activity Centre (GWAC), an area generally bounded by High Street Road to the north, Springvale Road to the east (including properties to the east of Springvale Road), Wilson Street and Lincoln Avenue to the south and Reily Court, Kinnoull Grove and Rose Avenue to the west.

At its meeting of 31 May 2016, Council considered the Planning Panel’s report. It resolved to adopt Amendment C120 with changes and submit it to the Minister for Planning for approval.

The amendment was approved by the Minister for Planning on 31 October 2017 and gazetted on 25 January 2018.

Specifically the amendment:

  • Makes changes to Clause 21.06 (Activity Centres) to reference the Glen Waverley Activity Centre Structure Plan 2014 and updates the Clause to reflect the Plan Melbourne: Metropolitan Planning Strategy 2014 changes into the Municipal Strategic Statement.
  • Makes changes to Clause 22.03 (Industry and Business Development and Character Policy) to delete references to height controls within the GWAC and adds references to the Glen Waverley Activity Centre Structure Plan 2014.
  • Introduces a new local policy at Clause 22.14 (Glen Waverley Activity Centre Structure Plan) that incorporates the objectives and policy direction from the Glen Waverley Activity Centre Structure Plan 2014 into the Monash Planning Scheme.
  • Rezones the General Residential Zone (Schedule 2) land in Built Form Area K of the Structure Plan to the Residential Growth Zone (Schedule 4).
  • Inserts Schedule 4 to Clause 32.07 (Residential Growth Zone) to guide suitable residential development outcomes in Built Form Area K, including a maximum building height of 13.5 metres.
  • Rezones the General Residential Zone (Schedule 2) land located witin the housing diversity area and within close proximity to the Glen Waverley Train Station to General Residential Zone (Schedule 7).
  • Inserts Schedule 7 to Clause 32.08 (General Residential Zone) to guide suitable development outcomes in that part of the housing diversity area of the Structure Plan within close proximity to the Glen Waverley Train Station.
  • Rezones the General Residential Zone (Schedule 2) land in Built Form Area I to General Residential Zone (Schedule 8).
  • Inserts Schedule 8 to Clause 32.08 (General Residential Zone) to guide suitable development outcomes in Built Form Area I.
  • Applies Schedule 12 to Clause 43.02 (Design and Development Overlay) to land within the Commercial 1 Zone and a strip of residential land land fronting the eastern side of Springvale Road, between Hogan Road and High Street Road.
  • Inserts Schedule 12 to Clause 43.02 (Design and Development Overlay) which introduces requirements for building and works and preferred maximum building heights ranging from 4 storeys to more than 10 storeys in designated precincts within the Glen Waverley Activity Centre to implement the objectives and strategies of the Glen Waverley Activity Centre Structure Plan 2014.
  • Deletes Schedule 2 to Clause 43.04 (Development Plan Overlay) as the development required by the schedule, has been constructed.
  • Deletes Schedule 1 to Clause 43.02 (Design and Development Overlay) from all sites included within this overlay that are located within the GWAC boundary.
  • Replaces the schedule to Clause 61.03 to include new overlay map sheets within the Monash Planning Scheme.

Adoption - 31 May 2016

At its meeting of 31 May 2016, Council considered the Planning Panel’s report. It resolved to adopt Amendment C120 with changes and submit it to the Minister for Planning for approval.

In finalising the Amendment, Council also adopted the following changes:

  • Modify the General Residential Zone Schedule 8 and the Design and Development Overlay Schedule 12 (East side of Springvale Road – referred to as Area I) - to specify a maximum height of 13.5m.
  • Modify the Design and Development Overlay Schedule 12 (Referred to as the Mountain View Hotel site - Shown as Area J) to specify a maximum of 4 storeys on the site.
  • Change Clause 3.0 (Development within Built Form Areas) to:
    • Identify the Council owned car park to the south of the RSL as a key development site.
    • Establish the preferred street frontage along Myrtle Street as a maximum of 4 storeys.
    • Recognise the northeast corner of The Glen Shopping Centre as a gateway to the Activity Centre from the north.
    • Encourage the blank external interfaces of The Glen Shopping Centre to be activated by external spaces and be designed to provide for outward facing shopping, dining and entertainment facilities.
  • Specify a minimum size of 20% of the current area, for the proposed public open space on the Central Car Park site.
  • Rationalise and group the design objectives in Design and Development Overlay Schedule 12 and the objectives in Clause 22.14, and to align with the changes to the draft Zones and Overlays as set out in this report.
  • Update the adopted Glen Waverley Activity Centre Structure Plan and the adopted Glen Waverley Activity Centre Sustainable Transport Plan to reflect the changes above.

Council also noted that further traffic modelling based on future development capacity should be undertaken prior to the design and finalisation of any changes to the local road network in the Glen Waverley Activity Centre.

Consideration of Submissions - 27 October 2015

At its meeting in October 2015, Council decided to refer community submissions to an independent planning panel.

The submissions were received after Council sought community views on proposed Amendment C120 to the Monash Planning Scheme, which seeks to incorporate the Glen Waverley Structure Plan into the Planning Scheme.

At its October meeting, Council made several changes to the Amendment in response to community feedback. These changes were:

  • Reduce the maximum building heights proposed for Built Form Area I (east side of Springvale Road, between High Street Road and Hogan Road) from four-six storeys to three-four storeys with a maximum height of 13.5 metres
  • Reduce the maximum building heights proposed for Built Form Area J (the Mountain View Hotel site) from four-eight storeys to three-four storeys with a maximum height of 13.5 metres.
