Update – September 2022

In September 2022 Council approved a proposal for a development at the Brandon Park Shopping Centre. The application proposes part demolition of the existing building and the construction of a seven (7) storey building including medical centre/retail, office and serviced apartments.

Council sought community feedback on the application and received 26 objections. 

The development was approved subject to more than 35 conditions.

Amended proposal July 2022

Council sought community feedback until Monday 15 August 2022 on a revised proposal for an application for Planning Permit at 580 Springvale Road, Wheelers Hill (the site of the Brandon Park Shopping Centre).

In November 2021, Council advertised two applications for Planning Permits for this site. However, the revised development plans and supporting information relate to the one application only known as TPA/52240.

Details are as follows:

  • The building is in the same location on Brandon Park Drive, within the northern portion of the site (near Collegium Avenue). The application includes partial demolition works and the construction of a seven (7) storey mixed use building with a modified presentation of the building. 
  • The ground floor of the building includes medical and retail tenancies, entrance foyers to office space and serviced apartments, services and loading facilities. The first floor includes car parking and the second and third floors office space. Levels 4 and above include serviced apartments.
  • The revised design provides a modified building footprint to delete the port cohchere along the frontage and reconfigured vehicle access and loading facilities.

The first application (TPA/52240) seeks a 7-storey mixed-use building including serviced apartments/residential hotel, medical centre and offices. 

This building is proposed to be located on Brandon Park Drive, within the northern portion of the site (near Collegium Avenue). The application includes partial demolition works and the construction of a seven-storey mixed-use building.

The ground floor of the building includes a medical centre, services and loading facilities. The first floor includes car parking and the second and third floors include commercial tenancies. Levels 4 and above include serviced apartments. A total of 240 car parking spaces are proposed.

The second application (TPA/52260) is a building proposed to be located within the north-east corner of the site (Corner of Ferntree Gully Road and Brandon Park Drive). The proposal includes partial demolition works and the use of the land for the purpose of residential dwellings and to construct and carry out works associated with a nine-storey residential apartment building containing 149 apartments.
