At its meeting of 28 June 2022, Council resolved to advise the applicant that the multi-level development under the Victorian Big Housing Build stimulus is generally consistent with the provisions of the Monash Planning Scheme and the approved development under the existing Planning Permit.

Development plans and supporting documents have been received for an affordable housing development submitted under the State Government’s Victorian Big Housing stimulus for 554-558 High Street Road, Mount Waverley.
The proposal is subject to new provisions of the Planning Scheme with Clause 52.20 introduced under Amendment VC190 (gazetted on 1 December 2020). The provisions remove the need for a planning permit where the development is funded under the program and carried out by or on behalf of the Director of Housing.
As part of the approval process, the applicant is required to consult with Council and the community.

The proposal is to construct a three to seven storey apartment building comprising 96 apartments.
Details of the proposal are as follows:
- Maximum 7 storey in height (23.4 metres)
- A total of 96 apartments including:
- 58 x one bedroom
- 37 x two bedroom
- 1 x three bedroom
- A total of 59 car parking spaces provided within two levels of basement
- Vehicle access to the basements from High Street Road
- A total of 80 bicycle parking spaces provided on the ground level and within the basement.
