Civic Gallery Expression of Interest Requirements and Information

Civic Gallery will host 4 exhibitions over the next 12 months, with 2 exhibiting spaces available. 

The main exhibition space is for hung artworks in any media, including painting, photography, drawing and works on paper.

The other is a large projection screen to exhibit digital still images or video artworks (without audio).

Artists are welcome to apply to exhibit for both.

Civic Gallery is located at the foyer of Monash Civic Centre, Glen Waverley, Victoria.

• Artists must be living in Australia and have a right to work in Australia.
• Artists may be of any experience level.
• One of the 4 exhibitions will be granted to submissions from Aboriginal and/or Torres Strait Islander artists.

Civic Gallery exhibition space comprises 5 walls, each with hanging tracks:

• Wall #1: 2300mm (h) x 4840mm (w)
• Wall #2: 2300mm (h) x 4840mm (w)
• Wall #3: 3140mm (h) x 1720mm (w)
• Wall #4: 2580mm (h) x 1870mm (w)
• Wall #5: 2580mm (h) x 2840mm (w)

• If using the exhibition space, work with Council’s Creative Industries Lead and Arts Administration Officer to project manage the artwork installation and removal. This is not required for the projection.
• If using the exhibition space, attend a site visit or meeting with Council staff before installation. This is not required for the projection.
• Meet key timelines.
• Ensure the project complies with public and personal safety requirements as determined with Council.
• Supply a short artist biography, artist statement, artist social media handles (if any), website links (if any), and photographic imagery of current works for Council to use in promotional activity.

• Artists will retain copyright in submitted designs throughout the EOI selection process.
• Original artworks are required, not to be reproduced elsewhere.
• Council will acknowledge the artist by displaying the artist’s name near the installed artwork.
• In the case of significant damage or vandalism, Council will determine the course of action in consultation with the artist where possible.
• Council will acknowledge the artist as the creator of the work in Council publications in which the works are included.
• The artist agrees to allow Council to publish reproductions of the work for any non-commercial purpose, including Council printed materials, promotional posters, social media and documentary photography and film.

No fee is offered for the EOI phase.

The artist fees for successful applicants are: 

• $750 excluding GST for the exhibition space
• $580 excluding GST for the projection screen artwork
• $800 excluding GST if using both the exhibition space and projection screen.

The artist fees are to cover all associated costs of materials including equipment, frames, and artist fees. Council may request the artist to be available for video documentation and media opportunities. No extra fees are applicable for media activities.

The selection criteria for the EOI process is:

• Artistic merit
• Demonstrated experience
• Appropriateness of the proposed work to the context of this public space, which is in the same lobby as the City of Monash’s main customer service desk in Glen Waverley, and capacity to detail a timeframe and to outline a brief implementation plan

Following the EOI phase for each exhibition as outlined in the project timeline, 1 submission will be selected for the exhibition space and 1 for the projection screen. Selected artists may be offered an optional opportunity to promote their exhibition in the form of an artist talk or workshop.

Applications will be assessed by Council’s Public Art Project Panel, as described in Council’s Public Art Policy and Framework, as well as representation from Council’s Aboriginal Partnerships.

Following assessment by the Public Art Project Panel and Aboriginal Partnerships, 4 projects will be selected for the exhibition space and 4 projects selected for the projection. Please note the Panel’s decision is final and no correspondence will be entered into.

• Exhibition #1: Expression of Interest closes 5pm, 31 October 2023.
• Exhibition #2: Expression of Interest closes 5pm, 27 November 2023.
• Exhibition #3: Expression of Interest closes 5pm, 26 February 2024.
• Exhibition #4: Expression of Interest closes 5pm, 27 May 2024.

• The installation and deinstallation will take place on dates to be reasonably agreed upon, during opening hours of Monash Civic Centre. 
• Successful applicants for the exhibition space will need to liaise with Council staff for access to the space. Artist/s will also need to collaborate with installers.
• Artists will supply all materials, including frames.
• Artists are responsible for paying any freight or delivery charges incurred in the delivery or return of the works.
• All works must be framed and ready to hang or otherwise prepared for display. The back of each work must be labelled with the work’s title and the artist’s name and address. 
•  Successful applicants for the projection screen must submit a file to Council.

Expressions of Interest must be submitted via our online form by 5pm AEST on the dates indicated in the timelines.

Artists are encouraged to provide the following as part of your EOI:

• Curriculum vitae
• Up to 20 digital images of the proposed work and/or links to web pages that contain images of the proposed work
• A link to a web page containing the entire video if applying to display a video artwork on the projection screen 
• Up to 500 words explaining your interest in the project and/or proposed approach

A maximum of 5 files up to 20 MB each can be uploaded with your submission, so it is advisable to combine images into one file (such as a PDF) or provide a link to web pages containing the images.

For video artworks intended for the projection screen, please provide a link to a webpage containing the video and a password if required. The entire video artwork must be viewable. Please note that still images will also be considered for the projection screen.

The content of the application must be appropriate to the context of a local government building’s lobby in which people of all ages, cultures and sensibilities gather.
