Hairdressing, Beauty and Skin Penetration Premises

The Public Health and Wellbeing Act 2008 requires that businesses be registered with Council if they are engaged in:

  • Hairdressing
  • Beauty treatments: including waxing, manicures, pedicures and facials
  • Skin penetration procedures: including ear piercing, body piercing, electrolysis and tattooing

The Department of Health has developed the Health Guidelines for Personal Care and Body Art Industries: Hair, beauty, tattooing and skin penetration industries

These guidelines will help people involved in the personal care and body art industry comply with the Public Health and Wellbeing Regulations 2019 by providing information on infection control and precautions to protect clients and employees.

Inspection

Council's Environmental Health Officers regularly inspect all premises throughout the year to ensure staff are complying with the Public Health and Wellbeing Regulations 2019.

Home Occupation

Many people operate their own small business from their residential home. This is called Home Occupation. The Monash Planning Scheme allows a person to use their residential home for home occupation provided certain specific requirements are fully satisfied.

If you wish to engage in beauty therapy practices, the Public Health and Wellbeing Act 2008 and the Public Health and the Wellbeing Regulations 2019 require you to receive registration and be compliant with regulations.
