June 2023 - Council approval

At its June 27 meeting, Council resolved to approve the new Development Plan for 52 Golf Road (also known as 1 Beryl Avenue), Oakleigh South, for the construction of a residential aged care facility and retirement village.

Council sought community feedback on the proposal and received 16 submissions including 4 letters of support.

Background

Council has received a new Development Plan application for 52 Golf Road (also known as 1 Beryl Avenue), Oakleigh South.

This is a new Development Plan application independent of the previous Development Plan proposal approved by VCAT to develop 83 townhouses and remove 46 trees. Read more about that plan at Development Plan for 1 Beryl Ave.

The new proposed Development Plan facilitates the construction of a residential aged care home and retirement village which will be owned and operated by Summerset. Summerset is a New Zealand owner-operator retirement and aged care provider, recently expanded into Australia.

The applicant, Summerset Villages Pty Ltd ("Summerset"), proposes a new Development Plan that provides a total of 135 retirement and aged care units comprising:

  • Two (2) 3-storey buildings providing:
    • 18 residential aged care rooms
    • 26 assisted living rooms
    • 41 independent living retirement apartments (6 x 1-bed; 24 x 2-bed; 11 x 3-bed)
  • 50 independent living retirement villas (38 x 2-bed; 12 x 3-bed) in 2-storey built form. 

The proposal also includes:

  • 180 car parking spaces within a basement and at ground level
  • Recreational amenities for residents of the village within the main building
  • Central open space with two existing trees being retained
  • Vehicle access via Golf Road, and additional vehicle crossings to access individual garages on Beryl Avenue
  • Vehicle access to Bakers Road limited to emergency access only
  • Removal of 44 trees on site and retention of 9 trees.

Council sought community feedback on the proposed Development Plan.

Feedback was formally sought by Wednesday 26 April 2023. However, Council continued to accept submissions on this proposal up until it made a decision.
